Phone R1 DVD Question?

I'm assuming they are talking about picture stutter as I sometimes experience watching a PAL disc on my NTSC TV. Every few minutes, it seems as if the image jumps a frame or two. I have this new Phone R1 disc from Tartan, and haven't noticed anything like that...or any ghosting effects to suggest a transfer of their PAL disc.
