GCS: A word of warning about the recommendations you can expect to receive. While most people will probably offer genuine kid-friendly (by which I mean both appropriate for and entertaining to kids aged 7) recommendations, some will undoubtedly use the opportunity to push films that they consider to be either under-appreciated or, what is more likely, "superior" to what they bemoan as the sad state of current mainstream children's entertainment. It happens every time. The problem with this position, in my mind, is that children should be trusted enough to separate the wheat from the chaff using their own developing critical faculties and to form their own views on quality.
That said, non-animated films I remember liking as a 7-year-old include The Goonies (parts of which I found profoundly scary), The Neverending Story, The Princess Bride (also very scary in parts), Star Wars (holy crap, I was scared of Jabba the Hutt), The Wizard of Oz (okay, I'm noticing a pattern--I was scared of this one too), The Ghostbusters, the Benji films, the Muppet films, Mary Poppins, Annie, Babes in Toyland... I also liked the Herbie and Shaggy Dog movies you mentioned.

Goonies is the best movie w/ kids ever! but for a 7 yo? I dunno, skeletons, minor bad words, broken statue penis... Ive seen it at least 300 times by now. Goonies is my all time favorite kids film while growing up.

One that has not been mentioned, that I enjoyed as a kid was "Dot And The Kangaroo" I think there were some sequels as well. It was old when I watched and it would be real old now, but I bet me and my sister and brotehr must have watched it 100 times. The Herbie movies are what I thought of immediately whe I read the title. Might look into Gnomemobile also and Nutty Professor - not the new one although it is great for an older audience.

Willy Wonka and the Chocolate Factory
While parts of it might be scary, there's some great songs and what kid wouldn't love the chocolate factory scene? I always hoped there was a real place like this when I was a kid.

Anyway, one movie that I really thought was neat when I was a kid that nobody's mentioned yet is The Adventures of Baron Munchausen.

As far as the Indiana Jones movies go, they may or not be too intense for a 7-year old. My nephew watched Fellowship of the Ring at that age, but everyone's different. Remember, the first two Indy movies were made prior to the PG-13 rating (and Temple of Doom was the reason the rating was invented in the first place; it is definitely NOT a PG movie by any standards).
Other recommendations:
The Harry Potter movies
Time Bandits (if he likes Baron Munchausen)
UHF (it has a small amount of violent humor, but it's pretty harmless)
The Truman Show

To Kill A Mockingbird although the main theme may be a little too risque for a 7 year old. I always loved Casper the movie and Uncle Buck as a child.
Some other suggestions: Freaky Friday original and remake, The Parent Trap original and remake, Secondhand Lions, School of Rock, Old Yeller, My Dog Skip, The Sandlot and the new Peter Pan.
