Are there region 1 DVDS made to be exported?

No. By definition, region 1 DVDs are made for Region 1.

There is no reason to export a region 1 to a region 2 area. that is why they have the region coding. Because what may be distributed by universal in region 1 may be distributed by new line in region 2.
