i must say, this is probley the best looking box ive seen on a set in a while. its so thick and looks really good too

the box says an actual frame cell from the moive, and they are labled so i figured the would be different

It's a stretch, but if they take an actual cel, and reproduce it on film stock, then it would still be an "actual" cel "from" the movie.

It probably wasn't ever a part of the film master or anything.

Kinda like the film cell you get with The Dark Crystal
collector's edition, although that one is digitally re-done.
