DVD-ROTT?Good Backup Program?

I noticed some of my discs will not play I have tested them on several players ...A friend of mine mentioned something called DVD Rott? the discs go bad after a certain period of time.. Now I have over 400+ DVDs and my question is How can I Legaly back up my collection? is there a special program or software I need ? something that will keep the picture quality and the extras?

If you cannot play them how could you back them up legally or not?

Sorry, but we don't discuss copying DVDs as it requires violation of the DMCA.

There are other sites that do though.
