I always kind of wondered, when a film is said to have a certain budget (say $100 Million) does that include the salaries of everyone involved, like the movie star, director, stage hands, etc?

Yes, but that only accounts for front end payments (for instance, Jack Nicholson walked away with 60 million from Batman with his back end deal, but the budget of the film was 50 million). Truthfully though, those reported budgets are inflated and deflated like crazy, so it's hard to say how accurate they really are.
