I saw that target had about thirty copies of PS2 Nascar 2003 games clearanced for 15 bucks. I went two days later to buy and the employee said that they returned all thirty copies back to the manufacturer. I was hoping to buy the game at a clearanced price.

It's rare in the video game business, but sometimes the distributor or manufacturer gets a big order from another company for these games and can't cover the order.
When I used to manage a video game store, there were several times we would send games back that we weren't selling to the distributor, because another company wanted them.

Yet they repackage stuff that has already been used and returned. I bought a blender once from there and whoever returned it didn't feel the need to clean it very good after using it.

Sometimes I think they shift their product around from store to store, but in this case they prolly did return the game as this was the lowest they could sell and by returning the game they get a partial credit on it.
