Would you recommend these dvd players?
I am choosing between Magnavox MDV455, Mitsubishi DD-6040 or Toshiba SD 3950. My priority will be playing slightly scratch disc with no problem. Second will be compatibility with the different DVD formats. Third will be the possibility of playing other region DVDs. Other recommendations would be welcome. Thank you.

Easy to use, and does fairly nice PAL->NTSC conversion. But, if you wanted to spend more for a mid-range DVD player, I second the Denon DVD-1600

There is a $35 Koss player at Sears which you can unlock it to make it region free. It also has PAL/NTSC transcoding. It does not have a front panel. The $50 version comes with a front panel and Progressive output.
