My Life As A Dog question

What is the deal with Ingemar not being able to drink properly? At first, with the milk, I attributed it to a disease (ala Awakenings), but that is obviously not the case. With the water, one can blame it on nerves, but then this doesn't explain the milk. Is it just some quirk that really has no rhyme or reason? Something that just sort of sums up the character?

When I watched it the first time I didn't want to delve into this too deeply, but on the surface it just seems another quirky thing this kid does...but you can also read into it a veiled reference to his relationship with his mother, feelings of rejection from her,etc.

I was going to agree with bdots that Ingemar's problem is definately a character quirk, but also could be seen as a character plot device since one of his accidents cues his mother's fits (illness).
