can anyone identify this movie?

Probably made in the 90's or late 80's, to take place at that present day.
Set in a very small midwestern or western town. Lead character is forced to go into the town alone and rob a bank while the bad guys stay on the outskirts of town and watch him thru binoculars. He has limited time like maybe an hour deadline. I think they were either blackmailing him or holding a hostage as leverage to make him do it....or maybe he owed them money.

I don't even remember if I liked the movie but I thought it was "U-Turn", which it isn't. Anyone recall the name of this movie? Thanks.

Could be Breakdown, with Kurt Russell. Bad guys kidnapped his wife, want the money in his bank account.

That's a good one too but I don't think that's it. There's no actual forced robbery in that one, is there? Russell's wife disappears after their car breaks down on the highway and when he tries to find out what happened, no one remembers her.

I'm pretty sure kenny79 is right. The bad guys make him withdraw money from his account to pay them off (money he doesn't have) If I remember correctly he steals large denomination money bands and wraps a bunch of one's to try to trick the bad guys.
