I am not an expert by any means, but when I hear the words DVD burner, I think a DVD drive that creates DVD's for a PC. When I hear DVD recorder, I think of a stereo type component that records on DVD just like a VCR. I recently purchased a Panansonic DVD recorder for converting all my VHS tapes to DVD and I am very happy with it. It would have taken me much longer to copy VHS to my PC and then to a DVD burner. The DVD recorder just records like a VCR and is much faster.

The term DVD recorder has nothing to do with a built-in HD. That's just something many new models are doing.
As vgc said, burner refers to computer drives, and recorder refers to a standalone unit. Both will ultimately do the same thing, but you can do much more advanced things with a computer drive.
