Batman the - The 60's TV Series
I'm watching the old Batman series on TV Land as I write this. As I was watching the Joker in his hideout, plotting against Batman with his assistant, I began recalling memories I had watching this show for the first time as a child (the re-runs were part of the Saturday afternoon line-up for a few months).
The episodes that I remember seeing at the time took place at a point in the series when all of the popular villains lived on a submarine that was parked at a marina. That was the first time I had ever been exposed to angled camera shots, only at that age I didn't understand the photographer's intent. I only remember thinking how really stupid the bad guys had to be to have been completely oblivious to the fact that their submarine appeared to be sinking. Every time an episode would cut to the bad guys, my reaction was always, "Uh, guys? You wanna stop plotting for a moment? Your sub is sinking!"

The "episode" you're talking about taking place on the sub is actually the big screen adventure of the Dynamic Duo: Batman-The Movie. It's available on DVD, if you want to check it out.
I've gone through three stages myself with this show: 1) loved the adventure and colorful characters as a kid, 2) thought it was the stupidist show ever upon rewatching in my teens, and 3) understand now it was meant to be stupid and is therefore funny.
Just wish the whole legal battle behind the TV show would be taken care of so some boxsets could be released!

However, it went from silly-bad to stupid-bad when they stopped using the cliffhanger ending between episodes.
Honk!
