At musicvideodistributors.com (out of PA) says street date is/was 11/26/02.
At an internet onestop (AEC) says street date of 12/10/02.
Both indicate a U.S. release. I pulled the above off of Amazon.

Some-what related topic:
Ocean Colour Scenes web site mentions that there is some legal issues concerning the release of their own DVD that will include promo videos as well as some live footage. Also anyone come across any copies of The Jam; The Complete Jam DVD (region 1)? I went to BB and Virgin Megastore neither one had it.

I feel bad for whoever had to come up with the tracklisting - Jools gets so many good guests (I'd have loved to see James and Catatonia on there, for instance)...

BTW - right now, Tower has a sale on all their music dvds.
