Can a TV be capable of displayin NTSC and PAL ?

Yes, but they are rare at least in the US. If plasmas are in your price range I know that some of them are can display both NTSC and PAL. Otherwise it would be much cheaper to buy a nice multi-region player that converts PAL to NTSC well like the Malata.

...or you could go with a projector, which has added benefits (and added drawbacks).
i was just watching a couple PAL discs this morning, and i'm very, very happy the set-up.
in any event, the Malata is definitely the way to go. I'm even impressed with the audio from this unit, and at this point, think there is a noticeble improvemnet over the audio from my Panasonic RP56.
