I have never used any of these websites before. Do they charge me when the preorder is placed or when it ships? Hopefully this is a stupid question but I would just like to make sure so I know which free shipping website to take advantage of.

I believe they all charge you when your order ships. Best Buy has a preorder price guarantee in which if the price drops online or in-store by the time the item is released, you get the lower price. Not sure about CC but I imagine they will adjust price if it gets lower. However, beware of buy.com, once you place an order, you won't be able to cancel it after a short grace period (in minutes), and they don't have a toll free customer service number.
