ID HK fantasy from around 1980?

I'm hoping that someone might be able to ID a film that I saw in the
late 70's or early 80's. It was showing at the Granada Theatre in
Dallas with a film called 7 Man Army.

As I remember it, the film looked to be shot almost entirely in a studio.

The hero is of the long haired silk robe dressed style, much like the
male characters in The Sword (which I just purchased). Due to being
falsely accused, he is on the run from an all female group of palace
guards/assassins. In an early scene, he is walking through a forest of
what look like tall pine trees. Several of the female guards drop from
the trees and chase him into a village where he escapes by jumping from
the ground to the roof of a building and then hiding in a boat on a lake
or in a canal. He then meets up with his bumbling
friend/student/assistant, who is the comic relief character. They set
out to the royal court to find out about and correct the mistaken idea
that he has attempted to assassinate the king. Of course there is much
chasing about until he finds someone who will believe him - the king's
beautiful daughter, and of course they fall in love. To make a long
story short (and I've forgotten most of the middle of the story), the
behind the scenes plotter is an evil sex-changing palace advisor monk
who wishes greater power. I believe the sex change is from male to
female, but it might be the other way round. The hero, sidekick, and
princess confront the monk in what I remember as an underground grotto
with lots of water running through it (or perhaps fountains). They
prevail and everything turns out well.

The tone of the film is lighthearted adventure, with all the good
characters surviving.

This was the first complete HK film that I ever saw, as we just caught
the last few minutes of the other film on the bill. I've been trying to
locate the title for a few years now, but I've had no luck. It really
bugs me for a day or two every few years.

Any help, or even guesses, would be greatly appreciated.

I don't know - I'm trying to think about this one, but my first guess would be Zu: Warriors of the Magic Mountain (1983)

It's directed by Tsui Hark and has Yuen Biao in it. Let me know if this isn't it...
