It sounded like a pretty good deal. They give you a MC debit card funded by your Paypal balance and with the 1.5% back, it ends up only costing you 0.7% for your Paypal fees (2.2 - 1.5 = 0.7). This is offered to those who have Premier/Business accounts or those who upgrade.
You have to agree to feature Paypal as the exclusive online payment service advertised in your eBay auctions. They say they will check your auctions once a week to verify compliance. Now the part that I couldn't agree to...
They ask for your ebay ID and PASSWORD.
Now why would they need my password to check my auctions? I should probably register a complaint with eBay. With their clout they could get PP to change this policy. What a disaster it would be if our eBay passwords fell into the wrong hands...
Oh...and those wipes at Paypal don't tell you about this requirement until after you've accepted and activated the card. I'll probably just cut it in half and send it back. But may wait a few weeks to see if the policy is changed.

The way I understand it, you DO NOT have to enable the "exclusive on-line payment" feature, with its discouted on fees, to have some use for the debit card. Your Paypal account is like a checking account in the respect that you can use the debit card as a Mastercard to make purchases, or make ATM withdrawals, up to the balance sitting in your Paypal account.
