I hate the best game ?, and I have so many that I like I can't really pick. NBA2K1 is dominating my time right now, I haven't really gotten into PSO yet. I have been playing a lot of Demolition Racer lately too. Although ATV, and NHL for ps2 have been taking me away from my beloved dreamcast.

Jet Grind Radio, though the difficulty gets a little frustrating at times. Great music and graphics.
Shenmue would be great, if it wasn't missing a little thing called Gameplay.

I love the movies, have seen them more times than I can count, and have awaited this release for well over a year. A huge "Army of Darkness" movie poster greets visitors to the apartment I share with several otehr college students. I paid *gasp* full price to get it the day of release. And still I must admit the game sucked.
Imagine Resident Evil. With worse graphics. With five weapons total. Where enemies spawn randomly and without end. Where you cannot "auto-aim," and must instead slowly spin your character to aim at enemies. Where there is no way to dodge enemy attacks if you're going to be close enough to damage them. Where every single enemy drops life, and health items pop up everywhere, but you'll still most likely die after a mere handful of encounters.
Y'know, I could keep going, but I've spent more time talking about this POS than it deserves. The bottom line: don't buy this game. I don't care if Bruce Campbell is your #$%#@!@# messiah, don't buy this game.

I'd say it's a tie between RE:CV, Soul Calibur and Jet Grind Radio.
RE:CV -- besides the original being the first RE experience (duh) and thus in some ways the best, RE:CV was by far the best RE game ever. The graphics were phenomanal, the gameplay was great, the game was HUGE, the settings were cool, and I think it was much scarier than RE 2 and 3.
Soul Calibur -- still the best fighter ever, IMO
Jet Grind Radio -- this is Sega at their best- unique, extremely fun yet simple games. After learning the controls, this game is just fun as hell. It's even a lot of fun just roaming around and doing tricks
