Superman games have all kind of mountains to climb to be any good.
Taking out common thugs wouldn't be that big of a deal for him, which occupies a great deal of your time and gameplay in the Arkham games. I'm afraid the entire thing would be long boss battles and timed missions.

Getting the flying controls working to the point that they feel natural is an issue as well. Even if you get the flying controls perfect, the world would have to be massive since he can travel very fast.

My suggestion would be Aquaman (in spite of how crappy it was when it was tried around 10 years ago), but that's mainly because I just want more aquatic video games.

Yeah those games were pretty damn fun. I wouldn't mind seeing either a third entry in the series or something similar to them. I wouldn't mind seeing a good Iron Man game. The two we got based off of the first two films were fairly crappy.
