It's possible that you're flicking the strummer too hard. On the PS2 guitars, if you flicked the strummer really hard, it'd sometimes bounce back to the center too quickly, and then register a strum in the opposite direction.

As fun as it is to strum the strummer switch as if it were the strings, it works better to hold it like a pick.
