Help! 15 year old TV show that I can't remember!

All I remember is that some girl (I think she was hot, at least to my ten year old eyes) had a father who was an alien. She communicated with him by this really cheesy crystal cube in her room, which glowed and waggled like an open mouth. I think she also had the power to stop time for awhile by wiggling her nose or snapping or something Bewitched-like. Any guesses?

I was SO in love with her on that show. I still thought she was hot when she got topless in "Teenage Bonnie and Clepto Clyde"

i watched that show all the time. she had an uncle named beno and there was that stupid sheriff or mayor guy.
