After a mini-debate, I went w/Dwight. I could easily recall more laugh-out-loud moments regarding his character, but it's possible that's just because it was a more recent show.

Jack Bauer - Joey was the best character on Friends, but that's not saying much.
John Locke - Both are good but have to go with Locke.
