Strange file on computer, cia.ini?

I just came across this file on a number of computers here in the office, and I can't figure out what it is for. It seems to be loaded on Compaq systems with the factory preloaded software, in the c:\system.sav\util directory. Anyone have a clue to what this is? The file is too long to post here, but here are some excerpts:

Could it be the "Compaq Insight Agent" which is a part of the "Compaq Insight Manager" program?

Here is a description of Compaq Insight Manager.

I believe the folder has something to do with the system restore that compaq's come with. I still haven't found anything else about that file though, I mean it's odd that I can't find any information anywhere on the web.

What's with the FBI references? Doesn't sound too kosher to me.

I did find a reference but it's not much help.

Might as well email Compaq and ask them what's up? Or peruse any Compaq enthusiasts sites or check out other sites like Anandtech.com Forums and search through there.

Oddly that's the only hit I came across as well. I already checked the Compaq site as well as Anandtech and other computer enthusiast boards I could think of. I'm really not worried that the government is spying on me (actually my computer doesn't have the file, just others at work). I think if it were something malicious it wouldn't be named cia anything. What really surprises me is that I cannot find any information on this file at all. If any of you are using a Compaq, well God help you. But if you would check to see if you have the c:\system.sav\util directory with this file inside, I am curious to know.
