Coding help needed! Pop Up window!

Help!
I need to make a pop up window in plain old HTML...
It needs to be only 50% of the size of an actual window...
Any ideas how this can be done?

Unfortuantely, I am following the instructions and I cannot get this to work.
Is it because the page I am working on is a series of nested tables??
