Outlook XP problem

Whenever I click the send/recieve button it gives the following error message:

The operation failed due to registry or installation problem. Restart Outlook and try again. If the problem persists, please reinstall.

I'm running on XP, and I've restarted outlook, and reinstalled outlook and I'm still getting this error message. Does anyone have any solutions? thank you
