just bring in a plastic cup! if there are free refills forever just bring your reciept with you to show that you did buy an icee at some point.

Until they change the cup design. Then you'll have to disguise your cup as one of the newer cups.

Why not just lay you head under the machine and fill it up!???

This is silly. WHO saves an icee cup? and reuses it multiple time. How much does a friggin Icee cost? You can afford new DVDs and cannot afford to buy an Icee??? Clown

It's one thing for me to post a picture of a kids bike (judging by your writing skills and disappointment in the new Icee law at Target) and its another to tell me that you are boning my mother. That only goes to help prove my point that you are likely still riding a bicycle instead of something with 4 wheels - err - car wheels.
