Ebay question - buyer is from Brazil, what to do?

Ebay question - buyer is from Brazil, what to do?

Ok, I put something up on Ebay and listed it as ships to the US only.

Someone from Brazil bought it using BUY IT NOW through Paypal, but the shipping address is in Miami. I know he's not from the US b/c I got a 'cross-border' fee from Paypal.

My question is, is this a legitimate purchase from someone in Brazil that is just getting it shipped to someone they know in Florida? Or should I worry that something is fraudulent and deny payment?

Ok, so what's the best way to handle it? I've never had to deal with this sort of situation.

I see that there's a 'refund payment' option in Paypal. Do I click that first, or do I need to do something on Ebay first?

Btw, I forgot to mention that the guy has 0 feedback.

is the paypal address confirmed? a lot of people in other countries have a mailing address in the US as it often times makes it a lot easier to buy stuff that in their perspective country would be expensinve such as electronics and then they may have a forwarding service. This is very common in Chile and Mexico I'm sure is the same in Brazil. I would get delivery confirmation and that way when its delivered in miami you would be set as long as someone signed for it. etc.

Address in Miami is UN-confirmed.


How do I refuse payment and then relist my item without getting extra fees?

Take your ebay whining elsewhere.... ebay has SEVERAL help pages which you need to take the initiatitve to read.... They will answer ALL of your questions...

Alrighty.

Anyways, I had to call up Paypal b/c there was no 'deny payment' option for some reason. I just had to click 'refund payment'.

Now I have to go through some process on Ebay. I assume 'reporting an unpaid dispute' is what I have to do, even though it actually was paid for (and I just refunded it). The options don't really seem to pertain to me though, since it was only me that decided to cancel the transaction. The options are 'buyer has not paid for the item' and 'we have both agreed not to complete the transaction'.

Should I just click 'both agreed not to complete' or is there something else I should be doing?

Well that took the life out of this thread.

I would inform them you don't fell comfortable with the arrangement and if possible try the offer to next bidder thing (sorry don't remeber what it's called).

I used to get software from a guy in Uraguay. I would send the payment to his brother in Miami. He used to sell on ebay, but he has since disappeared.

You have no protection sending it to an unconfirmed address (assuming you are a premium account holder). The zero feedback Brazilian could pull a chargeback on you after getting your stuff.

I wouldn't take the risk if it's a high price item. In such case you may want to 'negotiate' with him and have him mail you some form of cash payment (so that he can't pull a chargeback on you), and then you send him the stuff.

In addition to ship to US addresses, you need to state in your payment terms "Ship to paypal confirmed addresses only". If you do that nothing to worry about since Paypal covers you for fraud (up to a certain amount).

As someone who sells on ebay and does alot of overseas shipping... I have to say I don't understand what the problem is... it was paid for, you have the money, how can it be a scam? You have the money. just mail the item out, your job is done.

If it turns out to be paid for via a stolen credit card, the seller will get a charge back and have very little ground to stand on. The credit card owner and credit card company won't care that he was conducting an honest transaction on his part. There is also the previously mentioned possibility of the buyer claiming he never received the item and doing a Paypal chargeback as well (though with precautions, the seller should be able to prove to Paypal that the item was received).
