I can't vouch for all stores, but I'd say 99.9999% no. I know for certain you can't at Best Buy.

Every one I've ever seen has said 'Not valid on prior purchases [which a credit card balance is] or toward payment on store credit card.'

It depends on the store. I know JC Penny's allows it. I think that Eddie Bauer does too (or at least it used to).

Circuit City does not allow you to use gift cards to make credit payments.
