This year, it means the team essentially offers the player a 1 year $17.2M contract. If they player accepts the offer, that is their contract for 2017

If the player declines, he is a Free Agent, but the team that signs him forfeits a 1st round (or 2nd depending on where they draft and how many players they sign) draft pick and the team that loses the player gains a 1st round pick at the end of the round.

Who can be given an offer depends on a few things, in season trades are a factor, which is why the Cubs could not make the offer to Chapman, but the Dodgers could to Jansen as he was already on the team.

It certainly hurts these players in the market as some teams will not want the double whammy of offering a player a large contract and losing the draft pick. Kendrys Morales was a good example of this a few years ago, coming off a good year, he declined the offer and did not sign until the following July when it would not cost a pick. It certainly hurt Fowler last year and was a big factor in him coming back to the Cubs.

This is a good explanation .. a few years old so the offer number is $17.2M this year, but the rest of it is spot on (obviously different players and teams with protected picks this year)

Yeah, Kyle Lohse was another one who infamously got stuck in limbo because no one wanted to give up the pick, because controllable young talent is gold in the current game.

I believe the cutoff is top 10 picks--if you're 11th or lower, you lose your first-round pick; otherwise it's a second-rounder.

For Fowler, the Cubs were in line to get a compensation pick by letting Fowler walk, but by re-signing him they lost that. They'd already lost their top two picks by signing Heyward and Lackey--the compensation pick would've been included in that, meaning they'd have lost their first-rounder and the compensation. When they brought back Fowler, they had to lose their first- and second-rounders instead.

For years, the party line for players was to ALWAYS decline the qualifying offer, but recently a few players have taken it if they're afraid they might get stuck in that limbo. That makes the strategy a little tougher for the teams--they want that compensation pick, but they have to be prepared for the player to accept and get stuck with the contract.

Interesting. So it's kind of like a Franchise Tag in football, but you can have more than one per team and the price tag is set regardless of position or number of years?

Did Greinke get one last year, and if so, does that mean the Dodgers get the Diamondback's first-round pick?
(edit : I see that the team that loses the FA doesn't get the First Round pick, the round just shortens. That seems odd. Edit #2 : I guess the team that loses the FA gets a compensatory First or Second round pick at the end of the round)

Yep, they got the 32nd overall pick last June as compensation for Greinke. What's also interesting is that all the compensation picks are stacked together at the end of the first round, so the team being compensated doesn't actually get the signing team's pick. The lost pick just disappears from the round. So that's why last June the first round was only 23 picks. Then there were 11 in the compensatory round, which included the picks the Cards got from the Cubs signing FAs and losing their first- and second-round picks. So the first of those picks was not as good as the Cubs' first would've been, but the second was much better than the second-rounder would've been.

I do not think so, they would have surrendered their 1st and 2nd round pick last year ... It seems if you sign one player, the second one costs less in terms of picks

With the collective bargaining agreement up, I am guessing this is high on the list of things players want changed .. it really hoses good, but not great players in Free Agency.

I think this and service time (reason why you see some top top prospects called up a month in the season versus the start of the year) are 2 things that really need to be addressed.

Off the top of my head, Maybe make the loss of a pick either a lower pick (or series of picks) or bring back the A/B classes of offers, and/or make the qualifying offers 2 year deals (in the case of this year 2 year $34.2M contracts) instead of 1 year deals.

Get rid of the Super-2 deal and everyone starts on year 3 for arbitration, and expand the rosters to 26 (make 25 active on gameday), make service start time start on a fixed date (like June 1), and bring in an international draft.

Wish list that will never happen, nuke the DH

Depends on how much of that contract Detroit is willing to eat. Fangraphs had an article about his value and with the contract it was $-33 million.

Right-hander Jeremy Hellickson accepted the Philadelphia Phillies' $17.2 million qualifying offer on Monday.

Hellickson was one of 10 players to receive qualifying offers from their teams. Monday was the deadline for players to either accept or reject the offers.

New York Mets second baseman Neil Walker was the only other player to accept the qualifying offer.

They freaking HAD Todd Frazier last year but handed him to the White Sox for prospects. In any case, a 1-2 punch of Kershaw and Sale sounds like a step in the right direction (especially if they keep Jansen)

I don't really get the move from Hellickson's side. He had a pretty good year last year and the market for starting pitching this offseason is very thin. He was in line for a solid contract.

Meanwhile I bet the Phils didn't really want him and were hoping to net the draft pick. I don't think it's all bad from their side though. If Hellickson can pitch well into July he'll be a solid trade chip for them.

Yeah, if he pitches well, Philly could make out at the deadline .. but I think Hellickson probably could have gotten a 3 year deal for something pretty close to that per year.

I read somewhere that the Hammel said they had a verbal agreement with the Cubs that they would not pick up the option to use him as trade-bait/if he was not going to start and he was happy with the Cubs in honoring that . Personally , I wish they would have kept him because he is a pretty damn good 5th starter (at least the first half of the season) .. but stuff like this probably helps them out with agents in future negotiations.
