Tax Question Involving Refunds Due
Let's say you live in one of those states that haven't fully processed their income tax refunds yet. For the sake of example, let's say that you are owned $1k refund for 2008. If the state still hasn't paid by next year, can you offset any tax liability? For example, if you owe $1k, can you say "we're even" on your tax return for 2009? Or if you owe $2k, can you write a check for $1k and say "apply 2008's refund"?
