Was wondering about something like this.

Somewhere... many, many years ago, I read about a similar situation where someone wanted to claim a vehicle, and they had to do something that sounds like this. Don't think it was called a "scrap title" though. At any rate, the DMV couldn't trace ownership of the vehicle to anyone except the last person to have sold it. The party that person sold it to, presumably abandoned it and couldn't be located. The man who wanted it had to apply for a new title, which was some special kind of title but I don't recall what. The DMV issued one and he towed it home.

This was many years ago and took place in either AZ or OH.

My guess is that they didn't understand the situation or they are just wrong. The property owners (and here I am assuming you are talking about the parking lot) being indifferent or unresponsive is not good enough because they do not own the scooters. You need to track down the scooter owner in some fashion. If he is unresponsive, then maybe you have something.
