When is it appropriate to compliment a woman on her breasts?

So I'm talking to an adult of the female variety and she starts comparing herself to another of the same kind and how the other one has such and such body parts that are superior to hers. Anyways, I noticed that she has the other one beat int he breasts department and ALMOST said something, but did not. I wonder if I should have, but am glad I didn't.

Anyways, it got me to thinking...when would it be the right time to compliment her on her lovely, supple, shapey, and althought I've never felt them before, probably firm breasts?
