Reporting from New York — California health regulators fined Kaiser Permanente's Bellflower hospital $250,000 Thursday for failing to keep employees from snooping in the medical records of Nadya Suleman, the mother who set off a media frenzy after giving birth to octuplets in January.

The fine is the first monetary penalty imposed and largest allowed under a new state law enacted last year after widely publicized violations of privacy at UCLA Medical Center involving Farrah Fawcett, Britney Spears, California First Lady Maria Shriver and other celebrities.

Since the law took effect Jan. 1, hospitals have reported about 300 incidents in which patient records were inappropriately accessed or disclosed. Most of those were inadvertent, such as giving discharge instructions or medication orders to the wrong patients, but some involved prying into patients' records without permission.

The state Department of Public Health found that breaches of Suleman's records extended beyond the Bellflower hospital and continued even after Kaiser first informed regulators it had a breach. Eight workers at other Kaiser hospitals and the chain's regional office were among those implicated, said Kathleen Billingsley, deputy director of the Public Health Department's Center for Health Care Quality.

The steps Kaiser took to protect Suleman's privacy were not aggressive enough, Billingsley and other state health officials said.

"It's the hospital's job to prevent these breaches from occurring, not just crack down after the fact," said Kim Belshé, secretary of California's Health and Human Services.

The law allows the Department of Public Health to impose fines against healthcare facilities of up to $25,000 per patient for the first violation and $17,500 for each additional violation, up to $250,000. A separate law allows fines to be imposed against individual healthcare workers. Belshé said the Kaiser workers were still being investigated by the California Office of Health Information Integrity, which will decide whether individual penalties will be imposed.

"The fine issued today should be a reminder that there are consequences for violations of medical privacy," Gov. Arnold Schwarzenegger said in a written statement.

Kaiser told the public health agency on Feb. 5 that two employees inappropriately accessed the records of Suleman, who gave birth on Jan. 26 to the world's only surviving octuplets, according to a Public Health Department report issued Thursday. By Feb. 20, six employees had been identified as having accessed records without authorization. On March 20, 17 more employees were added to the list, including two doctors, for a total of 23.
I wonder if Nadya is going to try to get some of this money for herself!

I'm starting to wish Octo-mom would score with a big lawsuit and just go away. Here is some more news. Looks like she may have exaggerated about not being able to have anymore children after the operation, and may end up staying 2 weeks in the hospital because of complications during the surgery.

Octo-Mom Nadya Suleman says she wants to clear up some confusion about her upcoming surgery.

In an exclusive new interview with RadarOnline.com, Suleman says she "exaggerated" when she recently said she was having half of her uterus removed and that she wouldn't be able to have any more children. She says she's actually having a "myomectomy", a procedure in which doctors remove fibriods from the uterus. She says the operation will actually "enhance" her fertility, but that she does not intend to have any more children.

Suleman spoke with RadarOnline.com as she took three of her older children to Griffith Observatory In Los Angeles, overlooking the beautiful Hollywood Hills.

Octo-Mom Nadya Suleman is furious with her mother Angela for speaking with a magazine about complications following her surgery to remove benign muscular tumors on the wall of her uterus.

In an exclusive statement to RadarOnline.com, Nadya said: "I'm completely shocked that my mother would openly discuss something so personal to the media, such as me hemorrhaging. It's the epitome of disrespect and for all she knew, I could have gone into shock and died. Why would she disclose something so personal? You're supposed to be able to trust family, apparently I can't. I can't trust my mother."

Suleman had the procedure done earlier this week, but remains in the hospital after she suffered internal bleeding.

"Nadya is scared," her attorney earlier told RadarOnline.com.

"She's been watching them a bit lately and thinks it's boring," says Czech.

This week Suleman also finalized a deal with ghostwriter Wendy Lee – who recently wrote Life with My Sister Madonna with Christopher Ciccone – to pen her autobiography.

"Of all her projects, this is the one she's most excited about," says Czech. "She's really looking forward to telling her story and speaking out about how she was raised, how her children are feeling, what they are asking about and things about the donor dad."

What a depressing world this is, where, among other things, being an irresponsible, oblivious, selfish parasite, like this woman, is rewarded. We all knew something like book and TV deals would come down the pike eventually, however much we hoped the sociopathic cunt would fall flat on her face, struggle with the consequences of her deliberate decisions, and maybe, just maybe, learn something out of the whole experience (not that sociopaths are capable of seeing into what they do).

But, rhetorically, why not celebrate, promote, and reward those who do good for others, or those who just lead lives of solid propriety and normalcy? Because that's boring and wouldn't sell in a warped culture of vapid centerfolds, freaks, and bombastic assholes.

if she was taking care of 6 full time by herself, i doubt she would have any free time either...

i find it ironic that she finds taking care of 14 kids boring. Although it doesn't surprise me one bit. I mean, she's the one who claims she's been wanting a big family for a long time, now she has it, and just a few months into it, she's already bored.

HELLO Octomom...having kids isn't like having a hobby. When you're bored, you can't just sell off the old ones and find a new one, or ones in her case.

Suleman -- who's nonetheless following in the Gosselins' footsteps by pitching a reality show about her and the children -- grows more agitated as the clip goes on, saying "Do I have to to watch this? It's really annoying -- she reminds me of my mother." She later adds "She has her own obvious issues, and she needs to stop making judgments toward me. She doesn't even know me."

"My children are extremely healthy, strong and happy," Suleman concludes. "Don't you have, like, a lot of issues in your life? A lot of marital problems? Why are you trying so desperately to glom onto my life? For attention?"
