What would cause this lighting effect in digital pictures?

I have a friend who went to a local cave/tunnel recently, and while there he took a few pictures with his digital camera (Sony CyberShot DSC-M1) and ended up getting this effect. Both of these pictures were taken in very dark places with very low lighting. What causes something like this?

I get the same effect by choosing NIGHT mode on my camera, then having the light source move around.

Doesn't bulb exposure produce this same sort of effect? I believe that's the term I've heard before.

It's just a long exposure where the ambient light is picked up and the strobe freezes part of the image giving you a cross pollination of lighting.

The same thing that does that with film cameras. Long exposure and a flash. YOu can do some cool stuff with that!
