Both Agents of SHIELD and Captain America: The Winter Soldier mentioned that SHIELD has an index of superpowered people that they are watching. Doctor Strange was one such person mentioned being on the index in The Winter Soldier. It's completely reasonable that Spider-Man may be on their index as well.
And who said Spider-Man hasn't been seen running around New York? Just because it's not seen or mentioned in the movies doesn't mean it has never happened. Did we ever see a scene of Hulk talking a dump? Does that mean Hulk never poops since it's never seen on screen?
I don't really see an issue about this for me; I don't think there's any reason to believe we as an audience had to have been introduced to all the heroes yet or that none could have flied under the radar, especially if they just started doing things in their neighborhood (pun intended). The Daredevil show isn't working too far differently.
Really the only group that might know is SHIELD, and depending on when this actually kicks off they obviously have had their own issues. Or even then, he could just be a name on a list for now.

Sony is whittling its list down and is expected to make test offers next week for the coveted role
Sony Pictures and Marvel have narrowed down their list of “Spider-Man” contenders to a select group of up-and-coming actors that includes Nat Wolff, Asa Butterfield, Tom Holland, Timothee Chalamet and Liam James, among others, TheWrap has learned.
Sony and Marvel had no comment regarding the shortlist.
Sony is preparing to make test offers to several young stars next week, with a decision expected in the next 2-3 weeks, though a deal may take longer to hammer out. To be clear, none of the five actors above have test offers, but multiple sources have confirmed they are strong contenders who are definitely in the mix as of right now, and the group paints a picture of the kind of actor the studios want.
While the new Spider-Man is expected to cameo in Marvel’s “Captain America: Civil War,” which starts filming very soon, the role won’t need to be filled until June, when the character will be needed on set.

I hope you realize the story of Peter Parker doesn't work nearly as well if Aunt May is a young babe. It's one thing if an elderly Aunt May loses her beloved Ben, she only has Peter to depend on. What is stopping super-cougar Sandra Bullock from going out and finding another husband? Nothing, which destroys the careful tapestry of emotional stress that Peter being Spider-Man was on the lonely widow.

Nat Wolf probably looks the best to me too, but I think they all look way too young. Some of them barely even look like high schoolers but more like middle school age.
