I think a good way to look at technology is to look at the US from the 40s to 90s/2000 compared to Russia and/or China. All of Russia's tech was military and most had no style. On a longer scope of decline, look at Ancient Greece through the dark ages.

Well, I don't follow the Legacy comics but that sounds cool. Maybe they are mixing that Legacy comic with the Dark Empire comic.

Though, I keep seeing "Inquisitors" - Jedi hunters - being mentioned. Like they were Vader's minions. Eh, seems like that'd be a silly retcon.

I still hope it's a misdirection campaign and someone was just screwing around with these movie site. Even the "description" of Daisy Ridley's costume design (grey top with straps, tight pants, belt with pouches, goggles around her neck) match the comic book character to a tee:

Plus, this comic was/is being published well into Episode VII's development. I don't see why Lucasfilm would have signed off on publication if the story had so many parallels.

It won't be out of the blue, it was the plot point of one of the major defining moments of the EU - the Dark Empire story.

I almost wish the new movies weren't using it though just so I can continue to lobby for an animated version of the three Dark Empire stories to be made.
