I think you just set up the plot for the sequel.
After failing failing to ascend in the in the military ranks, former ghfiter pilot turned failed politician, Pete "Maverick" Mitchell tries to salvage his tarnished reputation by faking critical intel of Al-Qaeda forming its own airforce fighter squadrons.
Tom "Iceman" Kazansky is of course his idiot VP choice and co-conspirator.

Now director Tony Scott has told EW that the star is indeed in talks to come back for Top Gun 2, and, if he does, he would be playing a “big role” in the story. “We have been talking with Tom, definitely,” says Scott. This comes after screenwriter Christopher McQuarrie sent an email to Vulture stating, “There is no Top Gun 2 in which Maverick is not the starring role.”
But while Cruise may possibly return to the role he played 24 years ago, the world will have changed since his days flying Tomcats with Iceman and the late, great Goose. “It’s not a remake and it’s not a reinvention,” Scott says about the project. “It’s about the end of an era, the end of the era of the fighter pilot … There are these kids who sit in trailers in Nevada playing war games on computers, and they’re the ones that control these drones 10,000 miles away. That’s the world we’ll be focusing on.”

It's a terrible idea.
Didn't Goose have a son in the original? Why not develop a story around him becoming a pilot?
Regardless, please keep the story focused on real pilots.

I guess because MTV was getting big, the 80's had a lot of huge soundtrack type movies. Shameless, catchy songs every other scene. I don't think I see it nearly as much. When was the last movie to do that?

Jerry Bruckheimer Films and Skydance Productions will produce the sequel to the 1986 Tom Cruise hit. The Tony Scott-directed film grossed $354 million worldwide and was Cruise's biggest box office hit until Mission: Impossible (1996).

He also penned a rewrite of the script for Horse Soldiers, an adaptation of the Doug Staton nonfiction book of the same name that Bruckheimer Films is producing. Horse Soldiers centers on soldiers who did battle on horseback against the Taliban after 9/11.

I have a friend who is stationed at the Navy base in San Diego, and He told me NAS Miramar is now used by the Marines and Top Gun doesn't even exist anymore. How could they make Top Gun 2 when Hollywood only makes anti-military movies? Any movie that portrays the military in any positive way, and its called a recruitment film or indoctrination.

NAS Miramar became MCAS Miramar when MCAS El Toro and MCAS Tustin (both north of San Diego) were closed some time ago. "Top Gun" (officially called Strike Fighter Tactics Instructor program) was moved to NAS Fallon, Nevada and is now officially called Navy Fighter Weapons School. So "Top Gun" still exists but in a different location and a different official name.

I have been watching Top Gun a lot recently, and you want to know why. For me its one of the greatest films to portray American exceptionalism and patriotism. I hope that Top Gun 2 could capture that same feeling for me because we need it in America right now.

It's also fitting as now gay people are accepted in the military. So in that it was ahead of its time.
