I stopped reading some time after Grey Hulk was written out. Isn't Banner now always the Hulk but with full intelligence and control in that form?

The Hulk is currently green and of average intelligence and a bit surly. He and Banner seem to be working together. Or tolerating each other. A new writer will be taking over this fall and plans to seperate them.

I've always liked the Banner/Hulk element. Smart Hulk all the time...boring. Dumb hulk all the time...is interesting but not enough dynamic. Banner and Hulk is the best.

Yeah, the recent Greg Pak Hulk (Honestly, along with Peter David, probably the Hulk has ever been) was firmly in control. Although maybe not this year... I stopped right at the start of the Red Hulk stuff and have yet to catch up all the way.
Side note. "Hulk: The End" is probably the best Hulk story I've ever read. It was really great stuff and a must buy for any fan of the character. Summary below if just want the spoliers. http://en.wikipedia.org/wiki/Hulk:_The_End

That's what I thought. The Avengers always had an edge and tension to the grouping with the Thor acting very aloof. At least that's how I recall it.
