A co-worker mentioned hearing this on the radio today, so a quick Google search later:
So many things that can be said about this
A Bollywood director says his new horror movie is so terrifying he'll give $10,000 to whoever can watch it alone without getting scared. Anyone willing to take up the challenge will be hooked up to a heart monitoring machine, and filmed to insure that his or her eyes stay open.

NEW DELHI (Reuters Life!) - Filmmaker Ram Gopal Varma has issued a lucrative challenge to horror movie fans: a $10,000 reward for anyone who can watch his latest supernatural thriller, alone, in a cinema until the closing credits.
Varma's "Phoonk 2", a sequel to his 2008 film of the same name, is about an evil spirit that traumatises a family.
"Anyone who says the movie cannot scare him is going to be put in a theatre by himself," Varma told reporters in Mumbai at an event to promote the movie.
Varma said the film fan who steps up to the challenge will be wired up to a heart monitoring machine as well as a camera that ensures they keep their eyes open during the whole movie.
Readings from the machines will be shown live on a screen outside the cinema, Varma said, and if the contestant succeeds, they will win 500,000 rupees (approximately $10,850).
Varma issued a similar challenge ahead of the release of the original "Phoonk" but the promotional contest was withdrawn after allegations the selection process was rigged.
Varma said the contest winner ran out 30 minutes after the film started, but newspaper reports said a film fan in the southern Indian city of Bangalore booked an entire cinema to prove the director wrong and watched the film alone with a doctor on call and security personnel stationed outside.

The scariest thing about this movie is that the director's name is Ram Gopal Varma! I'm pretty sure "ram gopal varma" was the satanic verse the guy was chanting just before he ripped out the Indian's heart in Indiana Jones and the Temple of Doom!

The movie could be a movie about Mola Rom, how he was just a servant in Pancot City. He goes back to the village during nights and gets bitched at by his mom and other villagers. He finds some magical stones, gets that big-ass Indian dude (the one who gets mashed on the conveyer belt rock masher) to team up with him, then convince others to join his new stone-whorshipping cult. He then hooks up with a voodoo doctor to make some fucked-up medicine that makes reality feel like nightmare. Mola Rom is pissed at the kingdom in Pancot City and his village, so he wages war, kidnaps the men and children, and brainwashes the Pancot City govt. officials. The movie ends with Mola Rom taking a beating heart out of someone. Throw some songs in there I guess. "Oh Nom Gee I...Oh Nom Gee I" could be the big musical number.

So I'm assuming 'scared' includes minor elevations in heart rate which could be caused by something as cheap as a sudden violin stinger in the soundtrack.

Yeah lame. I assume the trick is that the person's heartrate can't go above a certain level.
Excitement can cause heartbeat to go up. The person could be excited that he's about to win so his heartrate will elevate.
There's also a difference between being suprised and scared. Think of all the times you jump during a movie and few times you're actually scared. A car backfiring can make a really loud noise and startle you, which would cause your heartrate to increase, but it sure as Hell didn't scare you.

To be fair, this director is known more for gritty films, not musical stuff typical of Bollywood...though I haven't seen any of his movies for myself.

i posted about this on my facebook yesterday lol it looks like the bollywood version of the grudge/ju-on, but worse. lol ill take the challenge as long as my airfare and hotel is paid for. I wonder if Ill still get the money if I laugh the entire way through this movie??

That's the way I gauge it too. To me when I watch a horror film am I scared of it? Never. Thank you, Robocop (which I saw at age 3 in '89 and that wonderful blown hand gag is hard to top if that's your earliest memory in your life). But I get shocked by a strong sound though. Visuals don't scare me but sound I can't predict and therefore a "shock" can be made.

Yup, I can't even remember the last time I was "scared" by a horror film (probably "The Exorcist" when I was young) but sound can still make me jump at times.
Better contest: If your heart rate stays below 120 you win $10,000, if not your head explodes.

That's a good point. Your body is programmed to react to loud sounds out blue like that. Cheap scares aren't real, and are probably how they guarantee no one wins. Your heart rate might go up for a moment, but as soon as you realize what they've done you're completely calm again.

There is a creepy girl doll scene in there that gave me goosebumps. I guess I lost 10000 bucks.
