Downey was playing Chaplin in a biopic while Penn, Carrey and Benicio are trying to recreate the magic the Three Stooges had on camera. That's no possible, no matter what actors you put there.

Penn pulls out of Stooges, taken from here...
Oscar winner Sean Penn (Milk) has dropped out of MGM's The Three Stooges and Universal/Imagine's Cartel, citing personal reasons. He reportedly won't work for a year.
Peter and Bobby Farrelly have spent the better part of a decade trying to get "Stooges" off the ground, and in March they pulled off a major casting coup: Penn as Larry, with Jim Carrey as Curly and Benicio Del Toro as Moe.
Now MGM and the Farrellys, who wrote the script and are slated to direct, need to decide whether they will wait for Penn or seek to find a new actor. The film is eyeing a late August start date for a 2010 release.
Universal and Imagine, meanwhile, plan to move ahead on Cartel without Penn and will recast the part. Asger Leth will direct the script, which is still being worked on. The movie had no start date or release date.

I like Sean Penn, I really do. He’s an intense and indisputably fantastic actor (we’ll forget the misfires like “I Am Sam” and “All the King’s Men”). And while it was a bit of a bummer to see him drop out of playing Larry in The Farrelly Brothers’ adaptation of “The Three Stooges”, I think they’ve gone up a step in their replacement casting of Paul Giamatti. According to The Boston Globe, Giamatti has officially signed on to replace Penn and to be honest, I had a little trouble picturing Penn as Larry due to Penn avoiding comedies since 1999’s “Sweet and Lowdown” (again, not counting “I Am Sam”), but Giamatti is like dream casting.
The story also mentions that although Benecio Del Toro is still on board to play Moe, Jim Carrey isn’t quite as attached to Curly as we’d previously been led to believe. Carrey’s not officially out of the project but The Farrellys will only say that the role has yet to be cast and they wouldn’t say who they had in mind. I would add “if anyone” but it’s Hollywood; everyone has someone in mind.

No ... Carrey has been cast in the big budget Hollywood version of "An Evening With Kevin Smith." (And yes, it will have a mechanical spider but no flying and no capes.)

I'm kinda torn on this whole thing. The whole idea of new Stooges is bizarre but ultimately I don't think its the worst idea ever, and the Farrellys are a good choice to do it if it has to be done (and it obviously doesn't).
Secondly, if they'd put this thing together with the A-list talent that was originally attached you'd practically have to see it. I mean, somewhere there's an alternate universe where the Farrellys actually got Carrey, Del Toro and Penn on-board and saw it through to completion. Even if that movie turned out awful I'm sure it would have gone down in history as one of the most ambitious spectacles of a failure ever.
That said, they took this very iffy idea and the fact that they DIDN'T end up securing that cast speaks volumes for the quality of the work itself. There were things about their approach that I'd heard about that I liked (like dividing it up into "shorts") and things I didn't (one of the shorts called "Cock and Balls"?) and I seem to remember hearing something about how all the stories were tied together by a story about the Stooges trying to save their orphanage which was admittedly very Stooge-esque but hey, there's a reason they're literally getting D-list talent. What we know about the script wouldn't fill half a page of the 90-page script.
I mean, it's one thing to aim a little high in anticipation of an inevitable compromise but to go from Carrey to Will Sasso? From Penn to Sean Hayes? Do they even realize that this is a theatrical release? Is this thing going to end up debuting at 3am on Comedy Central?
I don't see this project as some huge insult to the Stooges. Even if this is the worst movie ever made I'll still have all 190 Columbia shorts on DVD. I just think the potential for this being even remotely decent has plummeted in the last year or two.

could have been interesting with the original 3 tied to it but now it's a joke so bad they could put it in a 3 Stooges skit. But Seriously? Will Sasso? That guy is a HACK if I have ever seen one, forget this!
