I can watch that 'Untouchables' scene over and over. And another vote for 'Matrix' lobby scene.

Lone Wolf McQuade - final fight
Face Off - boat chase
A Knight's Tale - final joust
Transporter - opening car chase
Black Rain - subway scene
True Lies - bridge scene/airplane scene
Independence Day - the alien attack

Just a pedantic point on my behalf, but shouldn't an action scene imply movement of some sort? Mexican standoffs or The Rock's shower room massacre are more like 'arguments punctuated with bullets'. You know what I mean? They're just tense scenes that happen to involve violence or guns. There really isn't that much action going on.

Anyway, here's my short list (I actually compiled these onto a DVD disc to watch once in a while when I want an action fix). I kept it Hollywood-only since I'd be here all day if I included Hong Kong movies:

5. TRUE LIES - Chateau Escape, Bathroom Fight & chase
4. BLADE - Opening club scene. Fight quick-cutting done right.
3. M:I-2 - Motorcycle chase. Perhaps the best motorcycle scene in history (though it's not a big field)
2. GLADIATOR - Battle of Carthage. I thought the rest of the battles in the film were boring or cut to the point of being senseless, but this one was great. Tactical and exciting.
1. HEAT - THE gunfight. Viscerally incredible, yet they put a helluva lot of real world details in there, too.

Oh, and I agree about the xXx drug field scene. Amazing stunts in that scene and the big jumps are proof positive that holding the camera back and letting a stunt play out can yield more thrilling results than all of the camera & editing tricks combined.

If it's on DVD, you can't really count Star Wars yet can you?

Anyway this scene REALLY pumped up through your amp is beautiful, its nice the jump was really done and not CGI (apart from the head). And if you watch closely there is abit of logic in the scene.
I'm still wondering how he got the motocross bike to jump over what seemed to be like a 20 ft fence from flat ground.
