I don't really care either way because as I've mentioned many times, if your tv is set up correctly you won't see the blurring anyway, but it's been asked about roughly 6 million times on the internet since the release was announced. I'm pretty stunned that no one has addressed the issue yet (as far as I'm aware).
As for DVDBeaver, considering that they usually go out of the way to include as much nudity as possible in the screenshots, I'm actually really surprised that this wasn't one of them.
My guess is, since the shot is blurred (as it will always be), DVDBeaver didn't want to post it because:
1. Nobody wants a blurry screen cap
2. There are people who will lose their shit over this and cancel their pre-orders. All for something that shouldn't even be noticed anyway.
Well, this is DVDTalk. That said Harring was a perfect 10 in those days!

Seems weird that he'd supervise another transfer, since he supervised the Criterion one, but this article is vague about the details.

This past August, the BBC polled over 177 film critics around the globe to determine the best films of the 21st Century so far and David Lynch’s 2001 film “Mulholland Drive” topped the list. The oneiric film follows an aspiring actress (Naomi Watts) and an amnesiac woman (Laura Harring) as they journey through Los Angeles searching for clues amidst the dreams. Now, 16 years after the film’s premiere, “Mulholland Drive” will return to UK theaters in a new 4K restoration, supervised by Lynch himself.
