I have a Sony stand-alone in my family room where it's loaded, and the only menu choice you get is film or auto (mine's set to auto). Virtually all blu-ray stuff comes across as 1080p 24.

Why would a Blu-ray disc be encoded @ 60fps natively.

TV shows are typically shot at 29.97 fps if I'm not mistaken, so setting the dvd player to output at 24p would not be the way to go in that case.
I can understand for this specific case why someone might think it was natively encoded at 60 fps.

Right - it's the whole video vs. film debate. I just leave my player to interpret the disc as best it can.

Star Trek was shot on 35mm film at 24 fps. The Blu-ray is encoded at 1080p24.
All TV series shot on film run at 24 fps, as do most of those shot on video striving for a "film look". Really, the only material at 60 Hz are things like the news, game shows, and reality programming.
