Region Free Twilight Samurai on Ebay

Am I correct in assuming all the region-free versions of Twilight Samurai popping up on ebay are either bootlegs or falsely represented, or did they actually re-release the region 2 and region 3 discs as region free?

They are rips of the R2 Japanese disc adding English subtitles to the movie.
There are no legitimate Twilight Samurai Region free discs out there.
