Has Paramount followed Universal's lead of not including inserts?

Just bought RAGTIME (an amazing movie, by the way) and much to my dismay, there was no insert.

Will Paramount be doing this for their least popular titles?

I certainly can't imagine Paramount being cheap!

yeah, they started doing this a while ago. My first Paramount DVD like that was Dickie Roberts which came out in February 2004.

The Proof of Purchase tab used to be on the insert, but there are now 2 on the back of the coverart above the UPC.

Yep, I recently bought the SE of Deep Impact and it is insert-free. For a title that is selling for under $10, I can't really complain.
