The only major exclusion I can think of are box sets, where the discs are made specifically for inclusion in the box set (i.e. Die Hard Ultmate edition). Not all box sets are like this, though. Some have full barcodes on the individual discs as well (like Naked Gun).
Also, bonus footage discs (also from box sets), like Indiana Jones, Jurassic Park, and Scream.

I just thought of another one without it: Omen Part IV. It is available only with the purchase of the Omen Collection Box Set, so no code on that one either.

In looking at a few DVDs here by my computer, I see that none of the 20th Century Fox titles have ISBN numbers, but all the other studios do. I don't know if one can generalize from a sampling of 20-odd titles, though.
