There is a few ways to do it. Here's one:
click-Start,Programs,Windows Explorer. Then click-Windows,Cookies. Once you've opened cookies, click edit,select all. All the cookies will then be highlighted. Right click on the highlighted part of cookies and click delete.

You should clear your cookies every week, otherwise you have internet companys tracking down your information which leads junk mail, and your personal info being spread throughout the internet.

Watch any movie with Sandra Bullock. I always toss my cookies when she comes on screen.
