$1.99 DVDS at Fred's
Just got back from Fred's, the dollar store chain which I think may only be in the South, and they had a pallet of around 30 different movies for $1.99 including:
Robin and Marion (Sean Connery)
All The King's Men (Sean Penn)
Flatliners (Julia Roberts)
Gilda (Rita Hayworth)
The Seventh Voyage of Sinbad (Kerwin Mathews)
The Informant (Matt Damon)
976-Evil
Easy Virtue
Ultra-Violet
Other titles included movies starring Pierce Brosnan, Clive Owen, Jessica Simpson, etc.

I saw all of the ones that you mentioned, plus The Breed, Adaptation, Vampire Effect, The Accidental Husband, What to Expect When You're Expecting, The Jane Austen Book Club, Angels and Demons, Vacancy 2: The First Cut, Rachel Getting Married, Charlie's Angels: Full Throttle, and another handful or so.

Not sure what you mean by "pd cardboard packaging" (possibly that Treasure Hunt stuff in generic cardboard sleeves sold at Dollar General?) but these are new and sealed dvds in their original dvd cases (all the ones I bought were in ecco cases) just like you would find at Big Lots, Walmart, etc. or anywhere though I don't think I've ever seen any of these titles even for $3 or $5 before. I think most are Sony/Columbia titles. I suspect that each store may have received a pallet of two copies of each title of the 30 or so movies as there were two copies of a number of movies though only one of most and I did not see several of the movies the other poster mentioned (don't know how long it's been on the floor but know it was not there Friday afternoon and it appeared to be more than half empty already. $1 dvds at Dollar Tree tend to disappear within two days here so these are probably selling fast too.)
