I often use the report post button to report these obvious future spammers; but it seems like no action is ever taken until they actually start spamming.

Same here. I think it's just a matter of admins not being around at that exact moment. From what I recall, mods can close/move threads or something like that, but only admins can ban someone.

Seriously though, you can PM me too. Work life has been pretty busy lately, so I'm probably checking my email account linked to my profile here only a handful of times a day.
FWIW I do see the spam RTP messages. The spammer is often times already banned by the time I get to it, so the RTP messages are getting through from what I can tell.
