why "The Mummy (1999)" not considered as horror movie?
IMDB considered this movie as Action | Adventure | Fantasy
but why not horror?

There's really not much that would be considered horror. As was mentioned, it's more adventure/action.

If it's horror to you, what elements would you consider horror?

Supernatural elements are not a requirement for horror, and having supernatural elements does not automatically make a film horror.

Horror is any film which is intended to scare the audience.
